The Committee on Political Subdivisions moves to amend the bill on page one, by striking out the title and substituting therefor a new title, to read as follows:
House Bill 4028 -- " A BILL to amend the code of West Virginia, 1931, as amended, by adding thereto a new section, designated º7-1- 3ll; and to amend said code by adding thereto a new section designated º8-12-5c, all relating to authorizing counties and municipalities to enter into contracts for energy-savings contracts. "
